BBE team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. /p h3Position Summary /h3 pBBE is seeking a dynamic, detail-oriented BAH Rebuild Program Manager to lead the multidisciplinary program management effort supporting NAVFAC EURAFCENT at Naval Support Activity (NSA) Naples (Capodichino), Italy, with periodic travel to NSA Bahrain to support the Bahrain rebuild effort. This position reports to NAVFAC EAC Operations and supports the Planning, Design, and Construction (PDC) Directorate in the pre- and post-award management of MILCON, FSRM, and special projects. This position is contingent upon contract award. /p h3Job Duties Responsibilities /h3 ul liSupport the Resident Officer in Charge of Construction (ROICC) in the pre- and post-award management of MILCON, SRM, and special projects /li liLead the multidisciplinary staff of personnel supporting the Bahrain reconstruction efforts /li liOversee the development of project design packages and Request for Proposal (RFP) technical requirements /li liManage the branch Resource Allocation Plan (RAP) and workload distribution /li liProvide engineering consultations and quality assurance for technical submissions /li liWork with key stakeholders to ensure requirements are clearly articulated and documented, funding is programmed and allocated, and project schedules are adhered to /li liResolve issues that affect cost, schedule, or quality of PDC products and facility delivery to the warfighter /li liTrack and report progress weekly to Operations, and identify barriers to successful execution immediately /li liCoordinate with the ROICC to ensure mission-critical projects meet schedule and cost targets, and represent the command in high-level stakeholder and project synchronization meetings /li liServe as a program point of contact to resource sponsors, supported commanders, and major claimants for acquisitions assigned to the Business Line /li liAssist with planning and design execution of acquisition programs, environmental and real estate actions, and funds management through work completion /li liAssist in determining Acquisition Strategies (In House or Contract, Design Build or Design Bid Build) and Plans of Action and Milestones (POAM) for major projects and programs /li liFacilitate interaction between planners, designers, product managers, and Public Works Department personnel /li liAdvise on the efficient use of planning, design, construction, environmental, real estate management, and public works funds /li liAssist in representing the Command on high-visibility facility procurements and resolution of complex installation issues supporting major military programs /li liProvide senior staff support to PWO, OPS, DOPS, and AOPS on execution of technically complex, high-level, high-visibility engineering and non-engineering-related projects /li /ul h3Requirements /h3 ul liU.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required /li liTechnical Knowledge: Practical knowledge and experience in planning, design, and construction methods, principles, and practices applicable to multidisciplinary and multi-trade projects, as well as vertical and horizontal construction projects, including technical engineering drawings, specifications, and diverse engineering designs /li liFederal Program Experience: Experience monitoring project planning, design, and new construction, maintenance, repair, and alteration projects to successful and timely completion with respect to schedule and budget on U.S. Department of Defense or similar government agency projects /li liLocation Travel: Willingness to relocate to and reside in Naples, Italy, and to travel periodically to NSA Bahrain is required /li liStrong Communication Skills: Excellent verbal and written communication skills, with the ability to interface with government stakeholders, congressional inquiries, and multidisciplinary teams /li liSoftware: Proficiency using MS Office software including Excel, Word, and PowerPoint /li liSelf-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously /li /ul h3Experience Education /h3 ul liExperience: A minimum of five (5) years of technical and practical experience as a degreed Engineer or Architect who has worked on U.S. Department of Defense or other similar government agency projects is required /li liEducation: A degree in Engineering or Architecture from a college or university, supplemented by a considerable amount of hands-on planning, design, and construction experience, is required /li /ul h3Physical Requirements and Work Environment /h3 pThe physical demands and work environment may vary based on the position, assigned duties, and work location.
