Regional MWR Program Manager

Summary

This position is located within Commander, Navy Region Europe, Africa, Central (CNREURAFCENT) and serves as the Morale, Welfare and Recreation (MWR) Director. The purpose of this position is to provide technical assistance and guidance on policy issues that pertain to or affect the overall CNREURAFCENT MWR Programs.

Duties

Plans and executes Regional MWR Programs through the administration, operation, and technical direction of all delivery systems and program components.

Manages, administers, and provides technical direction of MWR programs within Navy Region EURAFCENT.

Staffs/drafts replies to, or endorsements on correspondence about issues which may include coordination with region staff members; MWR Departments; Commander, Navy Installations Command (CNIC); other services; Office of the Secretary of Defense; Secretary of the Navy (SECNAV); or higher authority as necessary.

Periodically visits and tours other operations and incorporates best practices.

Evaluates, suggests, and serves as the technical expert to the Regional Fleet Readiness Director in matters relating to MWR.

Constantly updates and evaluates program components which is essential for provision of appropriate MWR programs and services.

Collaborates with Ashore Galleys for integrated food service approach.

Collaborates with CYP for integrated family readiness approach Liaison with CNIC Fleet Readiness.

Pursues additional revenue through aggressive sponsorship and advertising program.

Maintains database of installation programs, services, facilities, and specialized equipment.

Makes changes in organization of work and or assignment of functions to improve workflow, promote job satisfaction and increase productivity and cost effectiveness.

Recommends and justifies revisions in staffing levels, work priorities and deadlines.

Responsible for affecting appropriate position management principles throughout the program.

Coordinates budget requirements with Regional Fleet Readiness Director and provides general guidance for preparation of the annual budget. Monitors and provides technical advice involving management planning, cost control, and coordination of work force and resources; and provides expert advisory services to senior agency military and civilian management regarding cognizant programs. Total appropriated fund (APF) and non-appropriated fund (NAF) responsibility is $30M APF and $33M NAF.

Performs special projects and research/studies in coordination with the EURAFCENT Regional Fleet Readiness Director and various military and civilian professional technical experts in the development, administration, or operation of MWR programs and facilities.

Assists installations in working towards achieving program standards.

Prepares information, analysis, and follow-up reports following site visits, conferences, meetings, briefs, or presentations.

Interprets policy for MWR programs and operating policies that affect elements of the EURAFCENT MWR programs and other MWR agencies, and formulates correspondences concerning questions or policies for signature.

Ensures each department is operated in compliance with CNICINST 1710.3 and all other applicable instructions and regulations and generally accepted standards of the profession.

Serves as technical authority for MWR manuals, instructions, and policy statements.

Works with various teams to ensure regional MWR programs, and at times installation business offices, are operating most efficiently and effectively.

Promotes internal and external customer service and continuously supports and enables ongoing customer service training and development.

Performs general office functions including but not limited to filing, answering email, answering phones, copying, faxing, scanning, handling mail/FedEx, sorting mail, requesting supplies, etc.

Supervise one (1) Region MWR Program and Management Analyst.

• Position is telework eligible.
• Male candidates born after December 31, 1959, and at least 18 years of age, are required to certify that they have registered with the Selective Service System.
• Position is Non-critical, Sensitive requiring access to IT II system and or access to PII. Position requires eligibility for a secret clearance. An access National Agency Check Investigation (NACl) is required via the SF86 security form.
• Incumbent is required to submit a Financial Disclosure Statement, OGE Form-450 upon entering the position and annually, accordance with DoD Directive 5500-7R Joint Ethics Regulation.
• Occasional travel may be required away from normal duty station.
• Must possess and maintain a current valid driver's license, with ability to drive a personal and government vehicle.
• May be required to work other than normal duty hours or overtime.

Qualifications

Applicant must have at least one year of specialized experience equivalent to the GS-12 or NF-04 grade level. Specialized experience includes administration, analysis, and oversight of military recreation programs.

A qualified candidate possess the following:

Knowledge in the application of the principles, concepts, and methodology for the management of Navy MWR programs.

Knowledge of appropriate DoD, SECNA V, CNIC, and other program policies and regulations covering all areas of administrative and operational policies and procedures.

Ability to formulate management techniques or practices to accommodate unique or special problems or situations related to MWR.

Skill and ability to perform as a leader to influence the actions of others in obtaining cooperation and assistance to accomplish the MWR mission.

Knowledge and skill in the application of a wide range of qualitative methods for the assessment, improvement, and effectiveness of complex management programs and systems.

Skill in program planning and projection, organizing, and administration to devise and carry out the variety of exceptionally complex program components and services in Navy Region EURAFCENT.

Knowledge of Equal Employment Opportunity program and objectives.

Knowledge of budgeting, financial management and planning, project planning and initiation, as well as, construction and special projects.

Skill in the use of computers, a variety of software programs, and methods of record keeping.

Skill in writing reports and correspondence.

Ability to conduct orientations, briefings, general meetings, and extensive in-service staff training.

Ability to appraise different program elements, and evaluate similarities and differences according to their respective missions as they relate to the regional MWR Programs.

Ability to communicate effectively both orally and in writing.
