Climate Change Specialist - based in Luxembourg

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ), Sustainability, Advisory and Impact Department (SAI), Sustainability and Climate Office (S&CO), Implementation Unit (IMP), at its headquarters in Luxembourg, a Climate Change Specialist*.

Purpose

Join the EIB's Projects Directorate and help implement Phase 2 of the Climate Bank Roadmap. You will lead Projects Directorate workstreams relating to climate policies and risk, climate transition and greenhouse gas accounting, support coordination and consistency across the EIB Group, contribute to high-level events and meetings, and represent the EIB in relevant external climate technical groups.

You will join the Policy Implementation Unit of the Sustainability and Climate Office (S&CO), within the Sustainability, Advisory and Impact Department of the Projects Directorate, and report to the Head of Unit.

You will work at the centre of a collaborative network of climate experts across the Projects Directorate and other EIB Group services. The role offers a high degree of autonomy and the opportunity to connect technical experts, management and other Bank services on climate risk matters, while contributing to a consistent and forward-looking approach to climate risk management and Paris Alignment of counterparties and projects., including PATH 2.

Operating Network

You will work closely with colleagues across the Sustainability and Climate Office, the Sustainability, Advisory and Impact Department, the Projects Directorate sector specialists and climate experts, and colleagues in other Directorates, including Risk Management, the Operations Climate Office and the EIF.

Externally, you will engage with the European Commission, partner multilateral development banks, the International Financial Institutions Technical Working Group on Greenhouse Gas Accounting carbon footprinting, the Network for Greening the Financial System and other relevant climate counterparts and technical groups.

Accountabilities

• Implement the Paris Alignment of Counterparties framework within the Bank’s overall climate policy context and risk framework, working closely with experts across other Departments and Directorates, including Risk Management and Portfolio Management and Monitoring. This includes developing the methodology and supporting tool for assessing corporate and financial intermediary transition plans, supporting integration into the Bank's IT systems, contributing to technical assistance, assisting with application of the procedures, and managing the help desk.
• Working with experts across the EIB Group, to lead EIB greenhouse gas accounting and reporting workstreams, including project level methodologies, portfolio‑financed emissions modelling, and development of indicators.
• Contribute to the enhancement of the Bank's climate‑related risk framework and act, on behalf of the Projects Directorate, as a focal point for technical support to EIB Group colleagues on transition climate risk scoring, climate risk screening tools, stress testing, internal rating integration and data procurement. Monitor relevant developments and contribute to policy and advisory work that helps shape how the Bank approaches climate risk in practice.
• Develop and maintain external partnerships that advance the EIB's climate risk work and strengthen its impact, including on Paris alignment with the MDBs, the IFI TWG greenhouse gas accounting and the NGFS on counterparty and transition risks.

Qualifications

• University degree (minimum equivalent to a Bachelor degree), preferably in engineering, economics or another relevant field. Additional qualifications related to environmental or climate science would be an advantage.
• At least 5 years of relevant professional experience, preferably in data analysis, data management, or modelling, including at least 2 years of experience in the field of climate change.
• Strong Excel and data analytics skills for managing complex datasets. The ability to use coding to process large datasets, automate workflows and support evidence‑based climate analysis would be an advantage.
• Knowledge of international climate policy and current good practice among international financial institutions and UN organisations would be an advantage
• Experience in greenhouse gas calculations and an understanding of greenhouse gas accounting methodologies, such as PCAF and the GHG Protocol, would be an advantage.
• Experience related to decarbonization of sectors/activities and climate mitigation policies would be an advantage
• Practical experience with projects supporting climate change mitigation/adaptation would be an advantage
• Experience managing complex projects or activities involving multiple stakeholders and teams, with a proven ability to coordinate diverse expertise, build collaboration and ensure alignment with organisational objectives.
• Excellent knowledge of English and a good command of French**. Knowledge of other European Union languages would be an advantage
