ph3About Fondazione Chips-IT /h3 pThe Foundation “Italian Center for the Design of Semiconductor Integrated Circuits,” also known as the Chips-IT Foundation, is a nonprofit research and technology organization under the supervision of the Ministries of Industry. /p pThe Foundation is Italy's first RTO (Research and Technology Organization) vertically focused on semiconductor research and stands as a center of excellence in frontier research on semiconductor design, as well as a pivotal center of the Italian semiconductor ecosystem and expertise. /p ul liPromote the design and development of integrated circuits /li liStrengthen the system of professional training in the field of microelectronics /li liEnsure the establishment of a network of universities, research centers and enterprises that fosters innovation and technology transfer in the field /li /ul h3Posizione /h3 pFondazione Chips-IT is seeking a Public Procurement Tender Specialist to join the Procurement and Contract Management area. /p pThe selected candidate will support the analysis, preparation, and management of public procurement procedures, contracts, and administrative acts in compliance with Italian Public Procurement Law (D.Lgs. 36/2023 – Codice dei Contratti Pubblici). /p pThe role involves close collaboration with internal departments and the RUP (Responsabile Unico del Progetto), with the expectation that the candidate will assume the RUP role in the short term. This position offers the opportunity to grow professionally in a structured and international research environment, contributing to the correct management of tender and contract activities across the Foundation. /p pThis position is based in Pavia, with interaction with all Fondazione Chips-IT operational units. /p h3Key Responsibilities /h3 ul liPublic Procurement Support: Support public procurement procedures for works, services, and supplies in compliance with D.Lgs. 36/2023 /li liTender Documentation: Assist in the preparation of tender documentation, including determine a contrarre, disciplinari di gara, contracts, and administrative acts /li liE-Procurement Platforms: Operate e-procurement platforms (MEPA, Traspare, SINTEL or similar) for tender publication and document management /li liRUP Support: Provide operational support to the RUP throughout procurement phases, from planning to execution /li liTender Committees: Support tender committees and assist in the preparation of official minutes /li liCompliance Monitoring: Monitor deadlines and documentation to ensure regulatory compliance and proper contract management /li /ul h3Requisiti /h3 ul liExperience: Proven track record (minimum 10–12 months) in public procurement, gained within a Contracting Authority (Stazione Appaltante) or a Private Operator /li liLegal Expertise: Good knowledge of the Italian Public Procurement Code (D.Lgs. 36/2023) and aptitude for legal and strategic analysis of tenders /li liEducation: Degree in Law, Economics, Political Science, or a related field /li liTools Languages: Native-level Italian and good proficiency in English; advanced command of Microsoft Office 365 (especially Excel) and familiarity with e-procurement platforms (MEPA, Traspare, SINTEL or similar) /li /ul h3Soft Skills /h3 ul liPrecision: Structured and detail-oriented approach to administrative and regulatory processes /li liCollaboration: Strong team-working abilities and proactive problem-solving mindset /li liReliability: Ability to manage deadlines and high-pressure activities with accuracy /li /ul h3Belonging to Protected Categories (Art. 1/18 Law 68/99) will be considered a plus. /h3 h3Altre Informazioni /h3 h3WHAT WE OFFER /h3 ul liCompetitive compensation and contract type, to be negotiated based on qualifications and experience /li liLunch tickets /li liPrivate health care coverage depending on your role and contract /li liStructured growth path, with ongoing access to training and updates /li liNetworking opportunities with industry-leading professionals /li liInternational environment /li liHybrid work policy /li liTax deductions: Candidates from abroad, comprising Italian citizens, who have carried scientific research activity abroad and meet specific requirements, may be entitled to a taxable income deduction up to 90% for a period of 6 to 13 years /li /ul pIn conformità con le normative vigenti, il range retributivo lordo annuo previsto per questa posizione è compreso tra Euro 35.000,00 e 50.000,00.
