CCM Data Provisioning Officer

Position

Copernicus Contributing Missions (CCM) Data Provisioning Officer at ESA Ground Segment Section, ESA Ground Segment and Data Management Division, Earth Observation Mission Management and Ground Segment Department, Directorate of Earth Observation Programmes.

Responsibilities

In the framework of the EU Copernicus Programme, ESA is responsible for the systematic, on‑demand rapid provisioning of Earth Observation data acquired by the Copernicus Contributing Missions to authorised users. The role involves providing CCM data solutions according to user needs, ensuring the availability, reliability and security of the interface between the CCM data provider systems and ESA‑managed data access services. The position reports to the ESA EO Third‑Party Mission Manager and works closely with the ESA team involved in the CCM activities.

• Prepare and implement procurement of CCM data solutions in line with programmatic objectives and technical/operational requirements.
• Coordinate with ESA managers to define, implement, operate and maintain interfaces between CCM data provider systems and ESA‑managed data access services for systematic and on‑demand provisioning.
• Foster operational coordination between CCM data providers and ESA‑managed data access services to support smooth data provisioning in line with evolving user requirements.
• Evaluate CCM data provider capabilities against authorised users’ needs and assess operational impacts on data access services and contractual arrangements.
• Monitor and report on CCM data provisioning performances per SLAs, including timely availability and quota consumption.

Qualifications

• Sound knowledge of Earth Observation programmes, particularly the Copernicus Space and Service Component.
• Familiarity with EO satellite missions and sensors (optical, SAR, hyperspectral, TIR, atmospheric).
• In‑depth knowledge of EO data products and their applications.
• Proven experience in technical and operational management of EO data provisioning, including definition, implementation, and maintenance of API‑based interfaces.
• Good knowledge of ESA and/or industrial implementation and procurement processes (technical requirements, tendering, contract execution).

• A master’s degree in a relevant engineering subject and/or earth science with at least five years of relevant professional experience.

Additional Requirements

High level of motivation and dedication; ability to work effectively and autonomously in an international, interdisciplinary team. Ability to maintain an overall system view while managing day‑to‑day technical challenges. Prior experience in operational coordination of several partners under time pressure is considered an asset.
