HSE Regulatory Compliance & Technical Safety Specialist

RINA is currently recruiting for a HSE Regulatory Compliance & Technical Safety Specialist to join its office in Milan or Genoa within the  Plant Engineering Division.​

Mission

We are seeking a dedicated HSE Regulatory Compliance & Technical Safety Specialist to play a key role in advancing our Health, Safety, and Environmental compliance initiatives across diverse projects and operations.

The appointed individual will ensure rigorous adherence to relevant statutory and technical mandates, focusing heavily on directives such as the Pressure Equipment Directive (PED), Machinery Directive, and standards governing fire prevention and firefighting systems.

Key Accountabilities

Regulatory Compliance

• Lead the execution and continuous enhancement of comprehensive HSE regulatory compliance programmes, ensuring alignment with evolving legislation.
• Continuously monitor and analyse European Union and national regulations pertinent to industrial safety and environmental stewardship, providing timely updates and actionable insights to internal stakeholders.
• Support cross-functional teams in achieving compliance with legal obligations, permits, directives, and internal HSE standards through expert guidance and advisory.
• Coordinate and participate in regular compliance audits, inspections, and regulatory reviews to uphold and validate adherence to mandatory requirements.

Technical Safety

• Offer authoritative expertise on technical safety related to key regulatory frameworks including the Pressure Equipment Directive (PED), Machinery Directive/Machinery Regulation, and CE marking procedures.
• Advise on and ensure implementation of fire prevention strategies and firefighting system standards to mitigate risks effectively.
• Contribute to industrial safety by supporting risk management measures and engineering compliance assessments across company assets and projects.
• Critically review and evaluate technical documentation, risk assessments, and engineering deliverables from a regulatory compliance and safety perspective, ensuring thoroughness and accuracy.
• Facilitate safety studies, hazard identification processes, and compliance evaluations to proactively address potential risks and technical safety concerns.

Project Support

• Work collaboratively with engineering teams and project managers to integrate compliance requirements seamlessly into project planning and execution phases.
• Assist in conducting project reviews, equipment conformity assessments, and support commissioning activities to guarantee regulatory adherence from concept to operation.
• Maintain communication channels with notified bodies, certification authorities, engineering contractors, and consultants, ensuring smooth coordination and conformance to HSE standards.

Risk Assessment & Continuous Improvement

• Participate in identifying, assessing, and mitigating HSE risks throughout operational processes and capital projects.
• Contribute to the development, tracking, and implementation of corrective and preventive actions, fostering a culture of continuous improvement.
• Engage in initiatives designed to enhance HSE performance, streamline compliance activities, and integrate best practices within the organisation.

Education

Bachelor’s Degree in Engineering General or Environmental Science

Qualifications

• Possess a Bachelor’s Degree in Engineering (General) or Environmental Science, underpinning technical and scientific expertise.
• Bring a minimum of 3 to 5 years of applied experience in Health, Safety, and Environmental compliance, technical safety, engineering compliance, asset integrity, or related industrial sectors.
• Demonstrate comprehensive knowledge of key regulations and standards including the Pressure Equipment Directive (PED), Machinery Directive/Machinery Regulation, CE conformity processes, and fire protection systems.
• Experience within industrial, manufacturing, energy, infrastructure, oil & gas, chemical, or process industries is essential to appreciate the operational context and regulatory landscape.
• Have a strong command of applicable European regulatory frameworks and technical safety standards coupled with excellent analytical, problem-solving, and communication capabilities.
• Fluency in English is required; proficiency in additional languages is an asset for effective collaboration in multinational environments.

Preferred qualifications include:

• Practical experience supporting engineering projects or operational facilities in a regulatory compliance capacity.
• Familiarity with ATEX directives, pressure system management, process safety, Seveso regulations, or asset integrity management frameworks.
• Professional certifications related to HSE, fire protection, risk management, or technical safety demonstrating commitment to continuous professional development.
• Proven track record of engaging effectively with certification agencies and regulatory authorities, fostering positive and productive relationships.

Compensation Data

The salary range and job grade for this position are defined based on objective, role-related criteria, and responsibilities in accordance with CCNL RINA (CNEL code I480).

The gross annual salary range foreseen is between €40,000 and €45,000 and will be finally defined on candidate’s professional experience, qualifications, competencies, and overall alignment with the role.

In addition, an annual variable compensation component is provided, based on both Company and individual performance objectives in accordance with the current policies and collective agreements.

The overall compensation package is complemented by the Company's welfare.
