Project Context and Scope

In the framework of the IOM Italy’s activities carried out within the AMIF 2021-2027 programme managed by the Italian Ministry of Interior, IOM Rome is implementing the following projects:

RI.VOL.A.RE. in RE.TE project – Ritorno Volontario Assistito e Reintegrazione attraverso la Rete Territoriale - (PROG-86),  funded under the Asylum, Migration and Integration Fund (AMIF) programme 2021-2027 related to the assistance of 2500 third country nationals residing in Italy and willing to return to their countries of origin and to be reintegrated socio economically.

F.A.S.T.E.R. project– Formazione, Assistenza e Supporto al Territorio per l’Efficienza dei Ritorni – (PROG-1174) funded under the Asylum, Migration and Integration Fund (AMIF) programme 2021-2027, implemented in partnership with ANCI and Cittalia and aimed at strengthening the national AVRR system through the development and delivery of an innovative counselling service across the national territory.

IOM Italy Migration Management Unit (MMU)  Tasks to be performed under this contractUnder the general supervision of the Director, Coordination Office for the Mediterranean and Chief of Mission in Italy and Malta and the direct supervision of the Project Coordinator, the Consultant will be responsible for the evaluation and certification of compliance with IOM standard regulations and procedures for service and supply procurement processes undertaken by IOM Italy, as per AMIF 2021-2027 Eligibility and Reporting rules Manual. 

In addition, the Consultant will be responsible for the evaluation and certification of the compliance of the service and supply procurement procedures undertaken by the project partners, ANCI and Cittalia, in accordance with the applicable provisions of the AMIF 2021–2027 Eligibility and Reporting Rules Manual and the Grant Agreement.

First interim report in Italian by 30 October 2026

Second interim report in Italian by: 15 May 2027

RI.VOL.A.RE in RE.TE project reporting schedule:

Final report in Italian by 15 August 2027 

Performance indicators for the evaluation of results

RI.VOL.A.RE in RE.TE project: production of a n. 2 certificate opinions to be attached to the IOM payment periodical requests, and to the final report;

Required Qualifications and Experience

Qualified lawyer registered as practitioner to the relevant Bar with a working experience of at least 5 years. 

Languages

For this consultancy, Fluency in Italian and English (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
