Joining us means joining a caring, responsible, and innovative company where more than 70,000 people lead the way to greener and smarter mobility, worldwide /p h3JOB TITLE /h3 h3PURPOSE OF THE JOB /h3 ul liInfrastructure electrical or electro-mechanical sub-system Testing and Commissioning Management including resources organisation and mobilisation. /li liIn Infra, electrical or electro-mechanical sub-systems could be: Power Supply (POS), Overhead Catenary System (OCS), Aesthetic Power Supply (APS), Static Recharge System (SRS), Depot Equipment (DEQ). /li /ul h3ORGANIZATION /h3 h3Organization structure (job belongs to...) /h3 pRegional /p h3Reports directly to: /h3 pReports hierarchically to the Infra TC Group Manager /p h3Network Links /h3 h3Internal /h3 ul liProject Management Infra /li liProject Quality / Health, Safety Environment (HSE) / Supply chain / Project Site Coordination (OPC) / Schedule / Engineering / Finance Controller / Document control managers /li liRegion Installation / Construction Managers and other POS Installation TC Managers /li /ul h3External /h3 ul liSubcontractors /li liCustomer /li liIndependent Consultant or Engineer /li liTransport Operator /li /ul h3MAIN RESPONSIBILITIES /h3 h3Key accountabilities /h3 pImplementation of the necessary organisation to enable the testing and commissioning works achievement in the optimal conditions: performances, costs, quality and health and safety. /p ul liThe Testing and Commissioning Manager reports directly to the Sub-System Manager and is in charge of making sure that the installed equipment is tested in conformity with the test plan and procedures, in compliance with the contractual obligations, the Quality Assurance / Quality Control (QA/QC) system, the Time Schedule in place and the allocated budget. /li liThe TC Manager participates to the subsystem core team meeting and report – weekly / monthly - on progress and Quality Cost Delivery (QCD) KPI. He reports to the Site Manager and/or the Project Manager of all major events and decisions, which can have a major impact on the Site activity, and/or the general progress of the project. He proposes the relevant measures of conservation. /li liIts duties include also the necessity to coordinate on all technical aspects with the Installation Manager and Engineering teams. /li liThe TC Manager elaborates the Testing Commissioning program and the Permit to work system with the relevant departments and actors. He defines the tests chain for the whole project, taking into account each partner. /li liThe TC Manager is required to organise his tasks, in a competent and consistent way, so that all key activities are properly controlled. He makes sure the drawings, procedures and documents used for testing have the status “Good For Execution”. /li liThe TC Manager determines the organization of his testing team and ensure their management. He makes sure that the team members have the required abilities. He manages the people in term of assessment, skills, training, team spirit, etc. /li liThe TC Manager determines the required testing equipment materials and instruments, enduring that the equipment used to execute the tests is conforming to the local legislation and checking the presence and validity of the certificates (checking reports, gauging) of the equipment, instrument’s and tools used for the tests. He checks also that the follow-up of the measuring equipment, used during the tests, is made according to the quality clauses of the contract. /li liThe TC Manager ensures the general supervision of the resources or subcontractor(s) designated for the works by controlling means and resources sufficiency (quantity, quality) planning of works, taking care of the respect of the contractual terms and targets fixed to the Subcontractors, leading regular and formal Meetings (weekly and monthly) with the teams and Subcontractor(s), based on the form provided in the approved Site Quality Plan, monitoring the progress of the Subcontractor and approve or not the completion of the works. /li liThe TC Manager is responsible for his budget and the onsite Quality Plan HSE Plan implementation /li /ul h3Delivery /h3 ul liWeekly progress report + 3 weeks schedule /li liInstallation ITP (Inspection Test Plan) and ITP linked to the follow up of the subcontractors /li liMonthly Cost Time schedule including sales valorisation /li liTesting Method Statements including the template of the Quality Control Inspection Form. /li liWeekly Quality report based on the NCR analysis, the Quality Control reports and the identified pending points list /li liWeekly Hourly report of the TC team. /li liFollow-up and analysis of the equipment and the tools (Maintenance, certification, …) and material consumption. /li /ul h3Performance measurements /h3 ul liWeekly works progress program control and associated reports. /li liClient complaints follow-up (non-conformity forms) /li liCosts (QC, Cost of Non Quality, etc.) /li /ul h3MAIN REQUIRED COMPETENCES /h3 h3Educational Requirements /h3 h3Mandatory: /h3 ul liCertification on Railway Safety /li liCertification on Site EHS management /li /ul h3Experience /h3 h3Mandatory: /h3 ul liMinimum 5 years, as Testing and commissioning deputy manager in railway field /li liValidated experience in electrical power system distribution Testing Management. /li liGood knowledge of the other activities, upstream to electrical power system distribution installation such as civil works and electromechanical industrial equipment. /li liKnowledge of downstream activities as railway traffic, urban traffic regulation, and passenger stations utilities /li liLeadership, initiative and decision minded /li liTeam spirit approach and good communication skills /li liMobility /li /ul h3Salary Range /h3 pAlstom is the leading company in the mobility sector, solving the most interesting challenges for tomorrow’s mobility.
